Universal Design Bill Delayed
Universal Design was passed in 2023, the County Council passed Bill 065-2023, which added a “Universal Design” division to the county building code. Under this law, at least half of newly constructed residential units (single-family, multi-family, etc.) There are definitions and design requirements, plus a waiver process for projects where it’s difficult to comply (like due to terrain). The bill was orginally slated to take effect January 1, 2026 but the sponsor agreed to delay implementation until July 1st. We will be meeting with the sponsor to adreess further concerns in the bill and offer amendments, specifically regarding the waiver at building permit and offering a smaller threshold than 50 percent.
Go Prince Georges – Master Plan of Transportation
Go Prince George’s is the new preliminary functional master plan for transportation facilities in Prince George’s County. It implements Plan Prince George’s 2035, the County’s approved general plan, by setting a guiding vision, supporting goals, and measurable actions to transform the County’s transportation network by creating more travel options, focusing on the movement of people versus solely the movement of vehicles. Upon final approval, Go Prince George’s will update and replace the 2009 MPOT Approved Countywide Master Plan of Transportation and will carry forward or update the transportation recommendations from active area master and sector master plans and recently completed transportation studies. The commisson is requesting print by January, a joint public hearing is tenativley scheduled for mid February.
Council Confirms new Planning Board Commissoner Billy Okeye
Appointed by Prince George’s County Executive Aisha N. Braveboy and confirmed by the Prince George’s County Council following a public hearing, Okoye was sworn in on Monday, November 17, 2025. Okoye succeeds former Prince George’s County Planning Board Vice Chair, Dorothy Bailey, whose four-year term will end on June 15, 2027. With the appointement of Mr. Okeye the board now has a quorum but still has two vacant seats.
CB 42 - Master Plan Conformance (Fails)
The omnibus billsought to amend pre-application requirements to require applicants to demonstrate the proposal’s conformance with applicable Master Plans, also requiring DSP and Special Exception conformity with Master and Sector Plans. The bill would require pre-application procedures to allow applicants to hold an informational consultation with relevant Council members and amend amending pre-application procedures to allow neighborhood meeting participants to become persons of record. The bill failed on the last day of council, a major win for the industry as the majority of the bill was redundant and would've sitfled development in the county.
