Baltimore Mayor Brandon Scott Signs Pro-Housing Bills into Law
On Monday, November 3rd, Baltimore City Mayor Brandon Scott signed three MBIA-supported bills designed to reduce housing costs and remove barriers to construction. Bill 25-0062, introduced by Councilman Dorsey, allows a residential building to have a single-staircase for buildings up to 6 stories. Bill 25-0064, introduced by Councilman Gray, updates bulk and yard requirements across residential zoning districts to allow for more flexible housing development. The bill increases allowable lot coverage, reduces setback and yard requirements, and lowers minimum lot sizes for multifamily and rowhouse projects. Bill 25-0065, introduced by Councilman Blanchard, eliminates all minimum off-street parking requirements and instead establishes parking maximums for different types of development.

Baltimore City Council Introduces Pro-Housing Legislation
On Monday May 11th, the Baltimore City Council introduced a series of pro-housing bills aimed at expanding housing options and increasing flexibility in how and where homes can be built in the city.

Bill 25-0062
Allows certain residential buildings to be constructed with a single exit or access to a single exit.
Bill 25-0063
Transfers the Office of the Zoning Administrator and its duties from the Department of Housing and Community Development to the Department of Planning.
Bill 25-0064
Modifies bulk and yard requirements in residential zoning districts to allow for more flexible development patterns.
Bill 25-0065
Repeals mandatory minimum off-street parking requirements by use type.
Bill 25-0066
Promotes the development of low-density multi-family housing in residential districts and eliminates barriers to residential conversions.
