Secretary Serena Coleman McIlwain was confirmed as the 11th Secretary of the Maryland Department of the Environment (MDE) in March 2023, becoming the first Black secretary and third woman to lead the agency. Appointed by Governor Wes Moore, McIlwain brings over 30 years of public policy, operational leadership, and environmental experience across state and federal governments. Prior to her role in Maryland, she served as Undersecretary of the California Environmental Protection Agency (CalEPA) and held senior executive leadership positions at the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE). At MDE, her key priorities focus on advancing ambitious climate goals, rectifying systemic environmental injustices, protecting the Chesapeake Bay, and modernizing agency performance and customer service.
