MBIA GOVERNMENT AFFAIRS
A core mission of the Maryland Building Industry Association is advocacy. Representing the home building industry in city halls, county court houses and the state capital, MBIA works to keep its members informed on regulatory issues as well as serving as a trusted information resource for public officials. On your behalf, MBIA fights restrictive legislation and regulations that are detrimental to the housing industry. MBIA staff is only a phone call away with information about new regulations, codes, laws or industry concerns.
Each year, MBIA’s Government Affairs team sifts through thousands of bills at the county and state level to analyze the potential impact on the industry. Our lobbyists go to work building coalitions, meeting with legislators, testifying at hearings, generating grassroots messages to elected officials, and organizing rallies. As a result, industry positions are heard loud and clear and legislators take our concerns seriously and work with us to
compromise. Often times our work prevents flawed policy from being introduced or passed, or we advocate for revisions to proposals to eliminate a negative impact on our members.
NAHB is actively engage on many fronts to ensure that housing is effectively represented in the public policy arena. NAHB interfaces with federal agencies, lawmakers, the courts, and state and local governments on behalf of the members. By joining, you add your voice to the grassroots strength we provide NAHB with to defeat excessive regulations and defend housing initiatives on Capital Hill and around the country, including in the communities where you do business. CAPITAL FACILITY CONNECTION FEES
MBIA worked with the County Executive and County Council to pass Anne Arundel County’s largest single fee decrease in history to cut CFCCs by roughly one-third. MBIA also got payment of these fees extended from 5 to 8 years. (savings per home $6,000)

OPEN SPACE WAIVER FEES - MBIA led a successful effort to cut open space wavier fees in all residential zones by 60% on average. On a 10 acre project, this cut the fee from $56,000 to $23,000. (savings per home $33,000)
$10,000-$40,000 in SAVINGS
CHAP TAX CREDIT RENEWAL - MBIA lobbied the Mayor and City Council to extend the CHAP historic tax credit for 5 years and raise the credit cap from $3.5 to $5 million to adjust for inflation. (savings per home - roughly $10,000 to $40,000 over the 10 year life of the CHAP)

HIGH PERFORMANCE HOMES TAX CREDIT - The Howard County Chapter worked with the County Executive to extend the High Performance Homes Tax Credit an additional five years to 2021. This incentivizes green construction and is a boost to homeowners and home builders. (savings per home - credit value is up to $5,000 per year.)

PERMIT FEES - Reduced permit fees by 5%. (savings per home $2,000-$10,000)
RAIN TAX - Exempt houses with Storm Water Management Plans (savings per home $200)
